Abilities:
The ability to turn into the She-Hulk. She gains exponential strength from her normal form, becomes six foot seven, weighs 650 pounds, gains a healing factor, and resistance to all diseases. When she's just Jennifer Walters, she's a normal human woman. Unlike the hulk, she transforms in response to fear or by choice and retains her normal intelligence unless extremely stressed. Word-of-God says that she maintains her ability to break the fourth wall, generally following the rule of funny, but suppresses the ability for the sake of those around her.
Weakness:
Anything that absorbs radiation can force her to transform. She has a history of forming psychological blocks that trap her in one form or the other. Turning into She-Hulk is addictive and leaves her with a mix of euphoria and lowered inhibitions that can cause her to make decisions she wouldn't otherwise.
Personality:
As Jennifer Walters, she is a highly intelligent woman capable of both argumentation and compromise. She is fairly quiet and reserved but pleasant company. She's intuitive about other people and how to work the system. She is unafraid to be violent when necessary and comfortable taking people down as herself. As the She-Hulk, she is vivacious, outgoing, sexually aggressive, active, and willing to fight whatever battle is necessary.
History:
A highly intelligent girl, Jennifer Walters graduated from UCLA law with honors and no life. It took a visit from her cousin, Bruce Banner, to change her life. After being attacked, Bruce Banner gave her a blood transfusion. Shortly after she manifested as the She-Hulk. While she did have issues with the law (and her father), her relationship with the media was nothing like the Hulk's. She gained media popularity and left the Avengers by choice rather than force. She also spent time on multiple other super hero teams, including the Fantastic Four.
The beginning of a change came to her when a combination of the Scarlet Witch's magic and the Jack of Heart screwing with her gamma concentrations cause Jennifer to revert to the most dangerous form of the She-Hulk. The resulting fallout ended in the destruction of a town called Bone Idaho. During a three month period after the event, Jennifer was unable to transform into the She-Hulk. She spent it trying to help fix what she had done. After finally letting the towns people know who she was, Jenn was able to transform and actually did more help in the rebuilding than she did in the past.
Eventually, her emotional response to the incident in Bone left Jenn living such an outrageous lifestyle (parties every night, different men every night and never with security clearance) that she was asked to leave the Avengers Mansion. She also lost her job in her public defenders office at the same time. This led to a period where she worked for a law firm that focused on super human law and setting president using Marvel comics (considered legal documents in universe because they were all certified according to the comics code and the federal government as foundation.) Jenn was forced to represent people from very different points of view and eventually a super villain who ended up tricking her into getting disbarred. She will not be able to petition to be reinstated for two more years.
Jenn continued to work for the law firm as a bounty hunter with a female skrull who became her best friend. Jazzenda, the skrull, was the daughter of the Super Skrull and that led to Jenn fighting the Super Skrull. This ended after Jenn took steps to end a dictator preventing his people from getting outside support because it made him money. The US had a no interference policy with the nation and took her to trial. She spent six months going through legal processes until the charges were finally dropped.
Jenn is currently trying to figure out what to do with her life as Jazzenda died during her stint in jail and she no longer desires to be one of the heroes in the face of how often doing so has ended up with her getting kicked when she was down. She has to learn to define herself in a new way.
